About Shannon
Shannon Kelley, Principal at Shannon Kelley Consulting, LLC, dedicated her nearly 30-year state government career to serving Texans. As Deputy Executive Commissioner of Managed Care at the Texas Health and Human Services Commission (HHSC), she was responsible for the strategic direction of managed care oversight activities affecting over 3.8 million Medicaid recipients. She oversaw 325 HHSC staff in contract development and monitoring, financial analysis, and Medicaid enrollment activities for $40 billion in annual Medicaid managed care contracts. Shannon also led the state’s successful integration of non-emergency medical transportation services into managed care.
Prior to joining HHSC, Shannon spent nearly a decade at the Texas Department of Information Resources, where she developed statewide contracts for IT goods and services, including the first state government contract in the country with Amazon Web Services. Her work at other state agencies focused on contract oversight, grant administration, and process improvement.
Shannon holds a bachelor’s degree in English and Government from the University of Texas at Austin and a Master of Arts in Human Services from St. Edward’s University.
